In
2005 and 2006, the European Commission supported a "Mutual Learning Platform (MLP)
for Research and Innovation in the EU Regions", to enable regions to develop
their own R&I strategies, a precondition for success in globalised,
knowledge-based markets. "MLP coaches" organized training and dissemination
events in three Working Groups: regional foresight (RF), regional benchmarking
and regional profiling. In a complementary way, the Knowledge Regions RegStrat
project also addressed evaluation and technology assessment.
The
Regional Foresight working groups updated and complemented existing tools and
case studies, and paid particular attention to Regional Foresight as a means
to build cohesion and competitiveness, also trans-regionally. A “Guide to the
Guides” has been published integrating Regional Foresight in the broader
context of Strategic Policy Intelligence (SPI) Tools for policy-making and
regional development, and presenting concrete questions regarding the context.
That
work, which mobilized more than sixty partners from all over Europe, will be
presented in a panel discussion with Cornelia Daheim (Germany), and Philippe
Destatte (Wallonia - Belgium), two European Commission Foresight experts. |
