Historien et prospectiviste, Philippe Destatte est président et directeur général honoraire de l'Institut Destrée - The Wallonia Policy Lab, centre de recherche et think tank européen localisé à Namur (Wallonie-Belgique) et spécialisé dans l´intelligence territoriale en politiques publiques, la prospective industrielle ainsi que le développement régional. 

 

Formé à la prospective en France et aux États-Unis, notamment à l´Université de Houston, Philippe Destatte enseigne cette discipline en master professionnel d´Économie aux universités de Paris-Diderot et de Reims Champagne-Ardenne où il anime un atelier sur la prospective appliquée à la transition et au développement durable. Philippe Destatte a présidé de 2004 à 2012 le Collège européen de Prospective fondé par la DATAR dont il a été membre du Comité scientifique de 2003 à 2008. Il est également expert pour la Commission européenne (DG Recherche, DG Politique régionale et DG Entreprise) et y a contribué au développement des méthodes de la prospective territoriale. Il est membre du Planning Committee du Millennium Project, fondé en 1994 par le Conseil américain de l´Université des Nations-Unies à Washington. Organisateur du premier exercice de prospective lancé en Wallonie (La Wallonie au Futur, Vers un nouveau paradigme 1987), il dispose d´une expérience de plus de vingt ans dans le développement territorial, la construction et l´analyse des politiques régionales. Il a accompagné de nombreuses collectivités territoriales européennes dans des exercices de prospective. Outre la Commission et le Parlement européens, il est également intervenu comme expert en prospective pour l´OCDE, la Banque mondiale, les Nations Unies, le Comité des Régions ainsi que les Gouvernements belge, français, luxembourgeois et irlandais.

 

En 2023, Philippe a écrit un rapport pour la Commission européenne portant sur la participation citoyenne dans la prospective appliquée à la recherche et à l'innovation responsables.

 

Philippe Destatte dispose également d´expériences importantes dans les domaines de la prospective des entreprises et des organisations.

Historian and foresighter, Philippe Destatte is President and former Director general - Wallonia Policy Lab (European think-tank and research centre in Wallonia, Belgium). He is Associate Professor at the University of Mons (History of the society and institutions) and at Paris-Diderot University, where he is in charge of the Foresight course. He is also teaching Foresight applied to Sustainable Development at Reims University where he is organising a seminar in that field (Faculty of Management and Economics). He acquired skills in foresight both in France and in the United States (Certificated in Strategic Foresight, University of Houston), as well by working on the field, in European Regions and organisations. 

 

Philippe Destatte combines thirty years of regional development strategic policy tools experience, with theoretical analysis in the fields of governance, evaluation, innovation systems and industrial/societal paradigm shift analysis, as well as foresight. He worked as an expert for the OECD, the World Bank, the European Commission, the Committe of European Regions and several governments. He created and chaired the European Regional Foresight College from 2004 to 2012. He is also chair of the Brussels Area Node of the Millennium Project (created by the American Council for United Nations University) since 2003 and is, for that time, member of the Planning Committee of that institution. Member of the Board of the Mutual Learning Platform launched in 2005 by EC DG Research, Regional Policy and Enterprise, he has coached the Foresight Activities in that framework. He co-authored with Günter Clar the Regional Foresight report, Boosting Regional Potential (2006). In 2012 he was involved in the EC project Cities of Tomorrow and in the launch of the Committee of the Region Foresight Unit.  In 2017-2019 he serves as a member of the Steering Committee of the project The Future of Governement 2030+, A Citizen Centric Perspective on New Government Models, European Policy Lab, European Commission Joint Research Centre. For several years he particularly invested new foresight methods applied to companies and organizations, including public services, chambers of commerce and industry and civil society. 

 

In 2023, Philippe has written a report for the European Commission on citizen participation applied to foresight in responsible research and innovation.
